Is this card supposed to be counted as persistent or not?

yes, it's persistent, not always but persistent

Well, the current system recognize persistent cards by "Replace a card in hand with self" text, so in current form, it won't be recognized as one.

let's see, I can modify the card like this:

Attack: 10
Wall: +8
Replace a card in hand with self
if replaced card is
common: bricks: -10
rare: bricks: +10

That will work.

if we use only the words "in hand with self" this concept should be considered persistent without any other side effect (like making cursed amuled persistent too)
