Dispel Magic, Uncommon, 18 gems

Illusion
Discard all Mage, Illusion, Destruction and Restoration from enemy's hand. Enemy gems: -3 for each card discarded.

Given the wide range of cards (and decks) that this would affect, I feel the penalty should be less severe. -3 gems each might be suitable without the discard, or the discard effect without the gems reduction, or perhaps a -1 reduction.

I haven't played my Mage deck in a while, so I can't say how crippling this would be for that one due to the discard effect alone.

With my suggestion, I'd also think it could cost a little less, but not much less as the Illusion keyword has definite value.

Mage decks need HUGE amount of gems, so -3 gems can cripple it a lot. However, discarding isn't a big deal for Mage unless you have Ice queen and ready to use it with 5-7 Mages in hand.
Restoration usually starts fast, and while discarding can be a problem, it can recover gems loss very easily.
I'd say it's really dangerous for Destruction and Illusion.

On a conceptual note - I would say Mage should not belong to the list.

illusion, destruction and restoration = magic
mages =\= magic
