It's been a while since this card was nerfed, and I think that production x0 makes it weaker than its counterparts. The more you play it, the more expensive it becomes, just like Byakko. But unlike Byakko, Academy won't receive anything in exchange.
I think its negative effect should be changed to "raised facility prod x0"?
I'll explain why.
Balancing antispam factor for Manufactory and Magic academy is bricks cost. You can raise Dungeon or Magic to 15, but your Quarry will remain the same, unless you raised it other way. Another thing is Architect academy - its balancing factor is prohibitive cost. And Academy has production x0.
Let's assume that we play all those cards three times in a row, having 3/3/3 facilities.
Resources spent:
Manufactory 45B/0G/45R
Magic academy 45B/45G/0R
Architect academy 90B/0G/0R
Academy 30B/30G/30R
Academy is easier to play multiple times, of course, but...
Resources produced:
Manufactory 9B/9G/15R
Magic academy 9B/15G/9R
Architect academy 15B/9G/9R
Academy 0B/0G/0R
...production does not compensate its cost, so net loss from this card is much higher than from the others (90 against 57 from all other cards). Moreover, this card scaling backwards with raised facilities.
With my suggestion implemented second list would look like this:

Net loss is still higher (64 against 57), but it's not so drastic and IMO good enough as balancing factor.
