Isn't it too much powerful? Maybe it could be a good rare

When you have 3/3/3 facilities - it's 7 stock for 9 tower and 9 wall, it's worse than zero-cost Soul sacrifice. You need at least 4/4/4 or something to get better stock gain (but -10 tower and -12 wall).
I definitely don't want to remake it into rare, but I can raise cost or tower/wall reduction. Or remove Swift and add Quick.
