This is true only in case you don't override standard drawing mechanism in card effect. For example if you would make Scepter of summoning quick, it would still work.

I kind of liked the retooling you had up for this temporarily. You should recreate it as its own concept.

i dont really understand the point of summoning just another card without some kind of benefit. i would understand if it was swift but quick? maybe someone can explain to me? :)

You don't understand the hidden power of "summon" cards.
I quote from the ruling:

The new card will be chosen randomly from the card groups with probabilities 65% for Common, 29% for Uncommon and 6% for Rare, unless a played card says otherwise.

The bolded part is excatly what makes this card useful: the summoned card doesn't need to follow the probabilies of the standard draw, so this card have 33.3% of drawing a common, 33.3% of drawing an uncommon and 33.3% for rares. Not so bad.
