Does the last discarded card have to be recent or can it be, say, 10 turns ago?

it had to be discarded by you in your previous turn. Similar to Vulture and Farm

I think it should read "if last card was a discardrd Rare" to clarify. I can't imagine that this was designed with the intention to work several turns later.
