Damnation reduces facilities and stock very effectively, but with a single-resource cost it's easier to prepare against it, and if you're using expensive cards, it's possible that you have ways to increase the facilities you need. If you have 4 or 5 or your favored facility already, you're still in the game. If you're playing a 0-cost deck or cards cause or benefit from lowered facilities, you only have to contend with the attack elements.
The primary difference is that Damnation doesn't replace your hand, so if you didn't manage to discard it first, you're still able to carry on your strategy. It's the need to spend several turns discarding almost-guaranteed useless things that makes Curse of the still, as proposed, a frustrating chore.
