Well, it can still deals 50 damage if you have the alliance counter at 0. and its not difficult to rise alliance tokens also in a non-alliance deck.
From this point of view it's better than forest dragon. I admit I'm not sure about the cost it should have

The problem is that you can't assume that the player who draws this card has Alliance tokens set. THis card can do absolutely nothing when played.
