I think this card fits far too small a niche. Against 95% of decks, it will be useless (other than as an expensive way to recover wall/tower through the runic keyword).
Perhaps as an alternative, it could set one or more facilities to a fixed value, such as 3? This would have strategic uses similar to the current concept (recovering from opponents' facility-lowering cards), but it could also be used in a more dependable way in conjunction with facility-lowering cards in your own deck.
Maybe something like, Mode 1: Quarry=3, Mode2: Magic=3, Mode3: Dungeon=3 ?
I think similar concepts have been proposed, but never made it into the game. Just a thought.
