And why would i use it over wish?

This card is a common second chance with a huge drawback... it cannot be compares with wish since wish grants you always two uncommons and 6 commons while this card randomly gives you cards.

But it would be interesting to see if it affects both players handfs and stock.... but then it would be needed to be uncommon or even rare

Because Wish is weak common version of Scepter of evolution, and this card is common Second chance with full effect, but also with additional cost. You just can't draw a rare with Wish, while this one can give you anything. In fact, I think that additional cost can be too low for this effect.
Militia and Renewal aren't Quick anymore, so the only way to get out of situation when you have 8 commons in hand is Wish. It's effective, but it's only one single card.
