I think there is a typo; it should be "tower and wall ARE set..." not "IS set" as it is written

No, they are not both accurate. "Tower and wall" together are plural, and you would not use "is" with a plural subject. The only way it would be correct is if you created a compound sentence where both tower and wall had their own complete clauses: "Tower is set..." "...and wall is set..."

Shameless self-bump

I wrote previous post when 2 regulator draws robbed me of my victory and I write again after experiencing same two draws.

It's annoying as hell.

That's why it's rare. Can be gamebreaking in some situations, but also useless in some situations.
