Please, please, please, give Mage keyword to it. This card is more important for Mage deck than Chaos dwarf used to be for Alliance, but you can't summon it, only draw. Give it a Mage keyword to make Ice queen more reliable. Or implement my Glacial blessing concept.
Mage deck need a buff. This buff.

Can't summon? What about Magic Portal? I use it in my Mage Deck and I'm satisfied with effects. But you're somewhat right, if it doesn't happen in first several rounds, you are screwed.

If Mage were added to this, the effect would have to be scaled back because it would be seen too often.

Yes, Magic portal - with some luck. But it's like Scepter of summoning for uncommons - generic summoner.
Mage decks can't work with full potential without high Magic, and they need gems to increase Magic. Ice queen with Mage keyword will make Mage deck faster and less vulnerable.

4 gems, 3 tower and 5-6 wall. Further nerfs wouldn't be fair trade for two more ways to summon Ice queen.
I mean, Ice queen works on both hands and sometimes forces you to discard something you could use...

First of all, it's UNRELIABLE because it doesn't have any keywords. I played 14 games with new Mage deck and managed to draw at least one Ice queen in like 4 - and I have Wish, Scepter of summoning and Auxilia in that deck.
Second, it usually gives less than 56 wall/28 tower/28 gems - 40/20/20 is already very good.
Third, it's double-edged sword, and your enemy can get more from that card than you.
And last, but not least - Mages are very Ice queen-reliant. It's basically the best defense special for Mage deck - and the only one.
I would agree to trade some effect for reliability, but this card doesn't need a nerf.
