Not so. His suggestion, as well as making the card Uncommon, included always drawing an Uncommon from your deck. Influencing the draw that way would more than make up for the low damage/cost ratio, and you're given a 1/15 chance to draw it again and set up the condition, and you'll still draw a useful Uncommon after that one. I thought the suggestion was sound.
