From a gameplay perspective, I like it. It's cool that you made it "if not new" - it gets rid of the obvious synergies with whirlwind, evolution, etc. but still leaves it with enough power to be worth taking.
In terms of flavour, I don't really get it. What does the name/picture represent? Is it some kind of spell?
