At 7b 5g, this is amazingly inexpensive for an Uncommon Aqua. The Aqua keyword effect is strong, but it's balanced because you usually need a lot of resources to play the non-common one.

After i while, i have anyway experienced that the effect for itself is quite strong for the low cost. i gonna increase this cards cost.

Tide manipulator, Uncommon, 13b9g

Aqua, Unliving
Player(s) with fewest Aqua and Unliving cards suffers:
Bricks: -15
Wall: -15
Quarry: -1

This concept is problematic in that having it alone on hand gives you two points for its dual-keyword. Your opponent would have to have 3+ Unliving/Aqua to avoid receiving the effect. Combined with a Destruction or Brigand deck, this is an outstanding bargain.

Other cards that function like this have had their own keywords removed for balancing. That this one has two makes it ridiculously easy to deploy.

Seems reasonable, since then it could also be summoned easiely

edit: Removed both keywords, lowered cost by 2/1
