I imagine it would be able to target anything just as
Intrigue can.
The problem here is that this would completely trump Intrigue. In non-Hidden games, there's no additional cost to this - it's 2/2/2 rather than Intrigue's 6/6/6.
In Hidden games, or rather in decks specifically designed for Hidden games, you're not likely to have taken Intrigue anyway as it's much more difficult to tell when and where to apply it than in normal matches. This doesn't make it any easier to weigh the overall cost of the reveal effect of this against the simple cost of Intrigue. My guess, however, is that this one would be superior, especially when combined with cards that shuffle or discard your hand afterward.
In short, implementing this as it is kills Intrigue.
