Interesting concept! I do think that the base attack should be lower and the Enduring higher, in order to encourage players to actually discard rather than just taking the hits.

I think that the discard would ONLY effect the "else attack: x"; and the endurance would still happen even in the presence of a "no effect".

That's why the attack is higher than the endurance - to encourage opponent to discard at least every other turn or take 17 damage, then 27 damage.

Doesn't really matter because it didn't get that elusive "interesting" tag. But maybe it will spark other ideas.

You shouldn't assume that a card is dismissed outright just because it's not marked as interesting within a few days.
