I assume it would work with a lower rarity as well? That is, if you have enough Mages to discard a Rare, would it work against an Uncommon?

I like this. Even as a Common that can discard a Rare, it's restrictive enough that it wouldn't be used that way without rendering you unable to play the rest of your hand due to the gem subtraction. (Actually, you'd likely end up only wanting to use it against the highest possible rarity or when you have few gems since the gem reduction isn't based on the targeted card but the #Mages.)
