Hmmm, what's wrong about playing Titan's Worshipper before Relic Hunter? 10 gems cost isn't so expensive.

because you want to keep it for the last pieces, saving it to just before you can finish the set is what makes it useful and is more or less the core staple in being able to achieve a titan victory

Why was this not implemented? Seems reasonable and not overpowered. We already have almost no Titan wins as it is.

Additionally, there are plenty of ways to deal with Titan-based decks (e.g., Burning, Horde, Desert traveler, Thug, etc.).

I would like to see that change, because it could help this card to be played more often. I found this card to be useless anyway in the endgame, since you have then most time 4-5 parts of the titan and the odds of drawing titan support-cards with this one are fairly low, and even then, you want at least to have one or two defensive cards on your hand to ract to your enemy's actions. It is only usefull in the beginning, since then you can wipe almost your entire hand to get a first set of titan cards.

Indeed. And don't forget Elementalist, that's my personal favourite for that ;)

Maybe Road to Tartarus should be preserved too?
There is no Titan keyword in it's description, but
that card still supports Titan in the long run.

Well, isee no reason why we should include the card into the card. You will use the road anyway and its a 1/1/1 card. Overall isee no reason why the card should be played after the relic hunter and so i see no reason to include the card into relic hunters card effect. If you play the road after the hunter, itss the case of bad sequencing.
