This seems pretty weak, no? You would need facilities of 8 and the maximum number of dragons on hand just to break even on this card's cost.

only possible use i can find is to trigger it with the dragon keyword for 10x gems when in desperate need of those... still you'd be awfully disappointed to get this nine times of ten

Still seems weak. Having more than 5 dragons on hand is a really rare occurrence, and even with 8 dragons (which is pretty staggeringly rare), it still doesn't compare to Dwarven Elder, Darkforge, or Elven Warlock.
