Thanks for 2 new uncommon Frenzy cards, of course, but this one is much more weaker than other ones imo. Maybe this card works well in Barbarian deck but I'm not sure. I don't see the place for it in my Frenzy deck because it has too hard border condition for this expensiveness. Now it's a waste of recruits or Overpower/Wolf Mistress. It has only one advantage - it can be used to trigger Frenzy effect when other cards played.
Increase attack when there is another Frenzy on hand to 13, please.

Please make an evaluation and compare this card to other cards to demonstrate why is this card weak.

Other uncommon Frenzies:
Giant Spider (7 recruits): 10 damage base, 7 from Frenzy, 5 from Beast token. Up to 22 damage with all conditions. Destroys 5 enemy bricks.
Better than rare Beast Mistress. Less damage with token, slightly more expensive, but is uncommon and damages enemy stock.
Wolf Raiders (9 recruits): up to 48 damage base (against non-Beast deck), 9 from Frenzy, 5 from Beast token. 32-35 average damage with all conditions, 64 max. Can gain resources.
Best Frenzy card. One of the best damage/cost ratio in game, can gain resources and still do some damage.
Wolf Mistress (10 recruits): 6 damage base, 10 from Frenzy, 5 from Beast token, -8 to wall from Barbarian token. Up to 21 damage, -8 wall with all conditions. Summons another Frenzy card.
Not so great damage/cost ratio as other Frenzies have but still very decent. More important that it is summon card.

Rare Frenzies:
Beast Mistress (5 recruits): 12 damage base, 5 from Frenzy, 10 from Beast token. Up to 27 damage with all conditions.
Really good damage/cost ratio but only with all conditions. This is the only one Frenzy card which can be almost fully effective without another Frenzy in hand.
White Crocodile (7 recruits) and Manticore (10 recruits) are more expensive, strong and Frenzy-dependable versions of Beast Mistress (up to 32 and 38 damage with all conditions).
Chimera (30 gems, 20 recruits): -20 tower, -20 wall, 20 damage base, 20 from Frenzy, 10 from Beast token.
Pretty expensive (especially 30 gems) but deals great damage. This card can be a good oneshot.
Rage of Urk (18 recruits): 22 damage base, -13 wall if new, 18 from Frenzy, -15 wall from Barbarian token. Up to 40 damage, -28 wall with all conditions.
Another great card, especially when drawn by Overpower. More expensive that other Frenzies but, as I said before, it's actually an advantage for Frenzy.

And...
Battle Rager (16 recruits): 21 damage base, 16 from Frenzy, -11 because of another Frenzy in hand, -8 wall from Barbarian token. Up to 26 damage, -8 wall with all conditions. Doesn't have special properties.
Well, it's at par by damage/cost ratio with all other uncommon Barbarians but they all have some special properties and support, so as uncommon Frenzies. Maybe 37 damage and -8 wall for 16 recruits is too much (but Beasts have even better damage/cost ratio), but 26 damage and -8 wall for 16 recruits is definitely too few, especially for Frenzy deck built on cheap cards with good damage.

Don't forget that cheaper cards tend to have a better strength/cost ratio then middle expensive cards. Also note, that Battle rager is a good combo with Warchief. I don't think Battle rager is inferior card to those you mentioned.

Barbarian keyword effect has now a bonus feature btw, so it can fairly compete with Beast.

While I agree this card isn't very good on its own, I use it as a Frenzy platform to launch the other cards.

As I said before, maybe Battle Rager is useful as Barbarian deck card. I don't have any Barbarian decks, so I can't say that.
I'm saying that it isn't effective in Frenzy deck. Damage cards in Frenzy deck supposed to be cheap, to be fast and to have good damage/cost ratio or special properties. There is no place in Frenzy deck for uncommon which costs 16 recruits, has much worse damage/cost ratio than other Frenzy cards have and doesn't have any benefits. As jbryant3 said, now Battle Rager is only a platform to play other Frenzies.

I guess we can get rid of Battle rager Frenzy limitation. Or at least change it to "if at least one of card's neighbours is Frenzy", because current condition makes no sense now: this card always has a penalty unless it's the only Frenzy in hand, but can't get any benefits if it's isolated from other Frenzies.
