Each card can have a cost depending on usage percentage in Statistics. Deck cost is the sum of cards costs in this deck. Deck cost is limited by some number. So players should choose unpopular cards to fit in deck cost limit to play in this game mode.

Can you recalculate card costs once a month?

We would need to have a separate set of card costs for each card and we would need to update it every month. Not really worth the effort I think.
