At any given moment, aside from keywordless decks, this is likely to grant more resources than Prosperity ever did, and the balancing for that card still isn't even finished.
Well, ok, with 3/3/3, you would need 7 keywords to exceed the 16 stock Prosperity once gave (including regular production), so maybe I'm exaggerating, but having 5 unique keywords in hand at any given time is not unlikely. In the games I have open right now, my opponents and I are averaging above 4, granting an extra 9 stock with 3/3/3. It would be fair to assume that a player drawing this card would play to favor it for a round or two of getting rid of keywordless or redundant cards, or that measures would be taken to increase facilities.
I'm just concerned that this would be the next Prosperity, if not used along with it in most decks. This one at least calls for some additional deck strategy, but if done right, it could easily surpass Prosperity in usefulness. It has obvious cohesion with the Alliance keyword, said decks already favoring facility increases and cards with a wide range of combined keywords.
I'm amused that it could be played to grant 0 production.
