Do they still work if I don't have the card they summon in my deck? Say I play golden scepter but don't have scepter of summoning. I didn't think it did but I've never tried it to find out.

Summoning cards don't require to have cards that they summon to be present in your deck. Whether you have them in your deck or not, it does not matter.
