I very much like the sound of this card, especially since I've always been a fan of increasing my facilities. I do however doubt its balancability. I've always seen getting enough facility increasing cards as a challenge, but I can equally see how too many could be really useless.

It's hard to predict without putting it into practice, but it seems to me that you either play it when you don't have a lot of facilities or stock and get a hand of cards you can't play, or you play it after accumulating several facilities and stock and dominate the game.

So, really, it might work out to be just like any other conditional card.

Since there is a good mix of building and attack cards with facility manipulation, playing this when you have enough stock to not have to discard a few turns later wouldn't necessarily leave a gap. Hitting the player with frequent and heavy stock reduction would be the best counter.
