OK, so it looks like this one has had a complete change of concept. Let's record it:

If #Beast in enemy hand > 0
Move highest cost Beast card from enemy hand to matching position
else
Next card will be a Beast from your deck
Interesting. I'm going to look for a way that this can be abused to make this into a specific-summoning card. Most overwhelmingly strong Beast cards require either having several Beasts on hand or at least one other Frenzy for optimal effect, but not all. If you only took this and one other Beast into your deck, you turn this into a card with a 50/50 chance of summoning itself or another predetermined card.
Byakko would be a good choice. In a deck where you're already increasing Facilities (or just Dungeons) and don't focus on Recruits for most of your actions, this could be formidable.
Cockatrice would be another fine choice. I would take this combination in my Unliving deck to occasionally spend excess recruits to attack and destroy the opponent's recruits to gain an influx of bricks.
Crimson Hawk for its Far sight keyword can be very profitable for a mere eight recruits. This is my favorite choice so far.
Imperial Griffin is arguably a worthwhile summon for a Soldier deck that you don't want to bog down with other Beasts just for its benefit. You'll have Tamer for that.
War elephant for the same reasons above. In fact, take both of them! Your deck doesn't even have to have other soldiers if Tamer has a 2/3 chance of summoning Imperial Griffin or War elephant.
Vulture could be a decent summon for an Illusion deck.
Now, this only works if your opponent doesn't have a Beast in his hand. Since some of the weaker Beasts share keywords or are easily applied to a number of strategies, this probably balances out because you're never guaranteed that it will work out this way, and using it in a Hidden match will most likely be a gamble. Because of that, I'm not going to suggest that this needs to be "fixed." Rather, I find it all the more interesting for it.
