Well basic attack would be 9 and then your opponent has the chance to inflict that back on you. It's not so bad

It would mess with a lot of keyword strategies, but Aqua would probably benefit from it. So it would end up in every Aqua deck and become very obnoxious.

I don't see what the effect has to do with a murloc. Why is it planting itself among the enemy troops?

Maybe it could replace a non-keyword common.

the thing is that if you play this in an aqua deck against a none aqua deck it is an advantage for you to have one in the enemy hand and the enemy would normally not want to play it back at you since he don't want to give you even more aqua cards and the chance for you to play it again

Another thought:
Maybe it should only replace an enemy's common if their facilities are greater than yours. Think of it being bribed?
