So if there is 16 Beasts and 1 Soldier (this card) it will do 16 damage. Crimson hawk does the same but has Far Sight. Wolf Raiders does 48 damage in same situation (plus token, plus Frenzy), and it is uncommon.
Or 256, if all Beasts are Imperial griffins. It's a record, without a doubt, but HOW FFS CAN YOU DO IT?!
Too rare, too strange, too ineffective for either Beast or Soldier deck.
My suggestion: raise cost to 10 gems, 15 recruits, give Frenzy or Charge, make attack 10 + 4x, where x is Beasts + Soldiers in game. And this will be a great addition for my Beast deck :)

Note that it says in game. It's possible you are playing against a Soldier deck or it's possible you combined Beast with Soldier (not a rare thing to do).
For 5 recruits this has the potential of doing very good damage. You took a few extreme situations (16 Beasts and 1 soldier) and gave them as a reason for this card being weak, but it's not. The way I see it, you can do 16 damage for 5 recruits ONLY. i.e. 1 recruit = 3 points of damage. And this can be increased, if the opponent has a couple Beast or Soldier cards in hand as well.

The only thing I would maybe add to this card is the Swift effect to resemble the swiftness of falcons

Note that Imperial Griffin has a max of 49 damage +5 with keyword trigger. It doesn't give the bonus per additonal beast / soldier, it just gives the bonus if there's one or more Beast / Soldier.

Also, you picked a rather unfavorable example for this card. With cards like Imperial Griffin and War Elephant, having 5 soldiers and 5 beasts in just your own hand is not too unfeasible, giving 25 damage pretty cheap (exclusive keyword trigger). Combining it with Beastmaster (since playing it twice can be too expensive) is downright awesome.

Well, I played Call of the Wild many times, and never had Imperial Griffin and War Elephant on hand at one time after that. And that's the only two cards with both Beast and Soldier keywords. So yes, it can be, but probability is too low. Phoenix's 160 damage at least can be prepared with his own flare attacks.
It's a card for Beast deck against Soldier deck games, and only for that. Like Elementalist works only against Unliving. I still don't think that i'll include card like this in my deck.

And do you play Soldier sommoners like Draft?
I played the War Elephant / Imperial Griffin combo multiple times.

I personally like this card. I think it would be a great addition to both soldier and beast decks (frenzy would help out beast decks too). I also play the war elephant / griffin combo in one of my decks. T-up!

Yes, I use Draft, but there is 26 cards with Soldier keyword, so probability to get War Elephant OR Imperial Griffin OR this card is 3/27, or 11.1%. And this is true only if probabilities to get common, uncommon and rare cards playing Draft are equal, if not - probability is much less.
I'm not saying that it's impossible, but it's too unreliable. If I'll get this card using a summoner, I'll prefer to discard this card and then play Vulture to get 28 bonus damage.
