The way I know, Cards, which haven't got the keyword itself can't trigger them. So the effect of this Card couldn't be easiely implemented, or in a very complex way.

I'm not sure it's that hard to make it a card effect. I think it might be quite possible.

I've often found myself wanting only the keyword effect of a card when the card itself is harmful or at least useless to my plans. I like the sound of this card in honesty.

what happens if the card is rebirth? who gets the 16 gems? or if the card is charge? does the extra damage still occur? or what if it's quick and swift? that could pose some bug in the game. Or what if the card is Nature, Restoration or Aqua? But still it's quite an interesting idea

You would have to restrict the effect only to a few keywords. Maybe Brigand, Far Sight, Soldier, Beast, Barbarian, Unliving, Burning and perhaps Charge and Flare Attack.

You would have to exclude it for keywords that require the keyword to be played consecutively in order to achieve an effect, and for cards that summon the same card in hand, i.e. Durable, Enduring, Rebirth, Nature, Restoration, Illusion, Destruction
