It only works when the cursor is over the lining of the letters (i.e. just the black part of the label). It's quite hard to focus on such a small target and keep the mouse steady. Maybe turn it into a label box?

I can't get a screenshot of it. Well basically, the help pop-up appears only if you scroll over the lines that define the letters of the keyword (i.e. only if the cursor is exactly on the curve of the letter C for Charge). When the cursor is over the space between the letters (or INSIDE the circle of letter O in Soldier), then the pop-up doesn't appear
