facilities -1 it's an high cost for a card.
maybe it's better a stock reduction, or at least a -1 only to the highest facility

It is a very high cost, but it has to be if the rarity stays at common.

sure is a good card for a plague deck, but i will not put it any other deck. maybe it should give a rare

Indeed it's only useful for 0-cost decks the way it's now. I'd suggest though to remove the If condition, and allow it to give a rare whenever it reduces all facilities. That way this card would be more widely used if implemented. That's my oppinion at least, you could always just keep it for 0-cost decks ;)
