Aqua
Discards a common Burning card from enemy hand

8 gems for something beneficial to your opponent?

Should also reduce enemy's stock based on the cost of the discarded card.

It should place itself in the opponent's hand when a Burning is discarded. Then it would be of some small value in an Aqua deck. Still not worth 8 gems, though.

I see it is changed. The price is increased to 5/5/5, effect is the same. It's even worse now...

either make it zero-cost, or reduce opponent's stock, or make it discard an Uncommon burning card from enemy's hand (so you eliminate the chance of discarding Searing Fire)

I still say to have it place itself in the opponent's hand in place of the discarded Burning. If you have this card in your deck, you're not likely to have any Burning yourself, so the only time it would possibly be used against you is if you're given Searing fire. Being able to place an Aqua in your opponent's hand in this way sets up the extra effect for Exiled (as well as Sea gate, though it wouldn't really aid you). As it stands now, it's probably only going to be in Aqua decks to stretch the keyword, so giving it added Aqua synergy makes sense. Also, preventing the opponent from drawing a more useful Burning (or any) card in the process makes it far less of a gamble.

And I agree that expanding its efficacy to include Uncommon Burning would be a welcome boost, especially if it's going to have anything higher than a nominal cost.

Soothing Rain, Common, 1 gem
Aqua
Replaces an uncommon Burning card in opponent's hand with Soothing Rain

Looks good now! Just change the word "uncommon" to "non-rare"
