However I would suggest adding some extra damage to opponent's tower to match the concept of a balista

well there's two ways to see this, as a siege weapon, that could fire flaming sticks, capable of burning the city inside, or as a defensive weapon against heavily armoured siege equipment, such as towers and rams. I think as a siege weapon, it was also used to fire against gates and then people would try to pull them open, using horses but I'm not sure on that one

In the picure it's on the defensive side.

It's a kind of defensive tower, inspiring by Settlers 5, it shots with exploding belts and do huge damage on attackers
