Ouch. Drawing this with Evolution (or worse, your opponent drawing this when you play Evolution) with enough gems to play it would be an instant victory.

This would be a situation in which revolution could be used to deals a massive amount of Damage, yes i didn't thought about this combo.
I would suggest one the one hand to cap the effect or to decrease the tower reduction ,but i think i would need to reduce the damage, since 7 new cards are only needed to achieve the tower destruction victory.

I say add "if not new" to it.
