I'd reword this with the If statement first.

"If there is a rare in hand, attack 12.
Else, attack 4."

Unless you mean to have a total of 16 attack, in which case I'd add the words "an additional" before the number 12.

No, I've proposed "black unicorn" thinking about the old legend bonus (facilities +1 with a rare in hand).
I wanted to have a non overpowered uncommon unicorn.
