Shadow wolf now discards the Emissary.

Must be seeing the term "discard pile" in its text and flagging it as a valid target. You're right, since the change, it shouldn't be one.

When and, most importanly, why was this card changed?

We were quite on the way to have the card be clear enough and the "unintentional" Evolution/whirlwind issue was needed enough things to happen that it had its justification, balance-wise. Its sad to see such a nice concept be turned into a generic card, since the recource gain is more than irrelevant.

I'm also not sure why it was changed. I didn't notice until this discussion began, and I don't recall seeing any discussion beforehand.

Well, the recent changes removed hand shuffle combo and I wanted this card to be used in wider range of situations. I'm still considering changing the discard pile effect, because I think it's not very transparent for player. It's really difficult to know what this card does without looking at the card code.
