This would probably need a new filter for the editor/card section i suppose, since the summoning categories are the same as in the deck editor. It would be nice to know if something liek that is possible.

How do you define this, exactly? Clearly 0-cost cards are valid. Is a card costing 1/1/0 valid, or does costing one of any resource disqualify it since it's not, singularly, less than 1? What about one that costs 2 bricks, since the total is less than 3?

These situations may not be in the game presently, but it needs to be defined for the future. If it is only meant to draw 0-cost, say so. If it can draw cards that cost no more than 1 of each resource, say so. If cards with combined cost less than 3, say so.

With 25 0-cost Rares in the game at this time, you have close to a 1 in 3 chance that this card draws another instance of itself. Not truly persistent, but worth considering.

original idea was to replace your hand with rare zero cost, but since i want to get your stock to zero with this card it looks useless as lots of rare zero cards operate with your stock, so i wanted to expand a selection of summoned cards that are cheap and playable in next round

in this case i find best description in this:
Replace your hand with rare cards which combined cost < 3

but again when looking at the cards which can be summoned and your stock is on zero, this card is not going to bring much help in most cases

so maybe using decreased stock for raising tower could be fine and it could summon only zero cost cards even the common cards:
Stock: = 0
Tower: + 10
for every 10 lost resources get tower +1

im sorry for wasting your time for looking up the cards which were supposed to be summoned, etc. but i was curious about this kind of summoning specific spectrum of cards with desirable cost which doesnt fit in implemented cost filter (brick only, gems only,...)

I think you overlooked that the player WILL have at least 1/1/1 after playing this card (and more commonly 3/3/3) unless you add "Production x0" to the card text.

it seems so, but if you look on those cards, they will mainly help you to replace your or opponents card and raise walls and some cards benefits from abundant stock. You also cant play moderate-high cost cards in next rounds

and only few cards can lead to victory condition:
Enlightenment
Redesign
Shogun
