Probably it's not implementable, probably it's not an interesting idea, but I thougt that there could be some card that raise/lower the max tower.
something like:

10b 5g uncommon:
max tower:-10
enemy max tower:+10

or

5b 7r uncommon:
enemy tower:-10
enemy max tower:-15

or else

20g uncommon:
halve enemy max wall

Obviously we should have max tower and max wall parameters somewhere in the game, maybe net to tower and wall values.
something like: tower: 65/100, wall: 47/150.
This last addition could be useful also to quickly understand if we are playing in normal or long mode (the long mode icon over the facilities is a very little notification for something so important for the gameplay)

Sorry, such feature is unsupported. Max tower values are game constants and can't be modified.

Yeah, too bad.
But adding the max tower next to tower is not a bad idea in my opinion.

Partially implemented in r1424. I added these constants to detailed description, which is available if you hover with mouse over.
